Say "Town" but it's a "City" !?

"City of Ruston" sounds great, looks good in print
and speaks of progress.

Why is the name not going to be "City of Ruston"?
That lady who was interviewed didn't make is clear
as to why.

The Commencement Apartment building could have been a show piece, in
all brick (like the builder said he was going to build it), sitting on that bluff.
The quaint little town deserved better.
It is obvious that Point Ruston can produce nice looking buildings.
